Publicity of information and access to information
Official documents and information in them are in the public domain, unless otherwise provided by law. A typical example of a classified document is one that contains information relating to a person’s health, or research or business secrets.
Access to a document is requested from the authority that processes or has processed the matter. Authorities use various directories to help the person requesting access to find the matter the document pertains to.
After the document is discovered, the authority investigates whether access to it can be granted or whether the document is classified. A decision by the authority is subject to appeal.
